Some on council want town manager out

Three Marana Town Council members have called for Town Manager Mike Reuwsaat’s removal, a full year before his contract runs out.

At the June 3 town council meeting, Councilman Russell Clanagan asked that Reuwsaat’s continued employment be put to a vote. Council members Roxanne Ziegler and Jon Post agreed, potentially paving the way for the matter to come before the council as soon as July.

“This would be a good time to make a change,” said Clanagan, who said the town manager was unwilling to meet with him and other council members about various town issues.

Clanagan said Reuwsaat was doing a good job, but declined to cite specific reasons for wanting him out. He called Reuwsaat’s potential ouster a “personnel issue” and declined to discuss it further.

“I work at the discretion of the mayor and council, so it appears to be four council members who are not satisfied with the leadership I will provide in the future,” Reuwsaat said this week.

Reuwsaat’s contract officially expires June 2009. His next scheduled performance review is set for November.

Ziegler said her desire to see Reuwsaat gone doesn’t stem from any specific incident or wrong he has committed.

“He led the town in a great direction, but sometimes it’s a time to go, it’s a time to change,” Ziegler said.

Clanagan and Post have expressed interest in Deputy Town Manager Gilbert Davison as a possible replacement for Reuwsaat.

The soonest a council-requested item can appear on an agenda is the second regularly scheduled council meeting, in this case July 1, according to the Marana Town Code. The council’s next regularly scheduled meeting is June 17.

However, the agenda item may not go forward as originally planned.

“We’re going to go at this from a different angle,” said Mayor Ed Honea, adding that one of the three council members was considering withdrawing his support for the item.

Post said he regretted the method used to bring up the matter, and would have preferred to sit down with Reuwsaat and discuss their issues.

“I am contemplating pulling my support for (the agenda item),” Post said.

Post said a different town manager might be just what Marana needs, given tough times in store for the town — an economic downturn, growing pains and other challenges.

“I personally think the town of Marana is outgrowing Mike’s management style,” Post said.

Reuwsaat has been town manager since 2003. He took over for Mike Hein, who now heads the City of Tucson. Reuwsaat previously served on the Marana Town Council.
